Scheduled Changes to Rules on the Number of Power Banks Allowed on Board and Charging (From Mid-April 2026)

Due to a recent global increase in incidents of fires related to lithium batteries on aircraft,based on deliberations and adoption by the International Civil Aviation Organization (ICAO), the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has announced planned changes to the rules regarding the number of power banks allowed on board and charging them during flights.

Main planned changes

  • Each customer will be allowed to carry up to two power banks on board (each with 160Wh or less).
  • Charging power banks on board an aircraft will be prohibited.
  • Charging other electronic devices from power banks on board will be prohibited.

Scheduled effective date

From mid-April 2026
