Restriction on entry to Japan

The following customers will not be able to enter Japan for the time being because the Ministry of Justice has added a landing refusal.

  • Any person, other than those with Japanese nationality, who, in the last 14 days, has been in any country/region designated as an "Area Subject to Immigration Restrictions" under the Immigration Control Act.

Visa Restrictions

Under directions from the Ministry of Foreign Affairs, measures such as visa restrictions (suspension of visa waivers and cancellation of already-issued visas) have been introduced. These measure will continue to be be in effect for the time being although the situation is subject to change.

  • United Kingdom

    London (London Heathrow International Airport)

    Passenger can travel internationally from England for legally permitted reasons.
    Passenger must complete a travel declaration form and carry it with you along with any evidence supporting the reason for your trip.

    • *Due to the impact of COVID-19, Terminal 3 has been temporarily closed since April 18 (local time). During the closure of Terminal 3, JAL is relocated as follows.

    Information on entry restrictions
    Pre-departure testing for COVID-19 at the Airport
    Pre-departure testing for COVID-19 is now available at Heathrow airport. Passengers can obtain a negative certificate at the airport on the day of departure.
    ・The test facility in Terminal 5 can issue the negative certification required to enter Japan.
    ・The test costs £80 per person.
    ・It takes approximately 80 minutes to obtain the certificate.
    Tests must be pre-booked. However, passengers without a booking may take the test only if they apply at least 3 hours prior to their flight departure time. To book, please register on the following website.

At the airports in Japan

For guests entering Japan

The Ministry of Health, Labour and Welfare asks you to take the following actions before and after your entry to Japan.

The Japanese Government has decided a new and additional border measures for passenger entry into Japan. 

All passengers departing for Japan are advised to check the website via the following link.

Before entry

Ensure that you have a place to stay after entering Japan and a means of transportation (other than public transportation) from the airport to your place of stay.

At the time of entry

Any travelers who have stayed in the 'Area subject to immigration restrictions under the Immigration Control Act' within the past 14 days of their arrival will be tested for the Coronavirus infection.*
Travelers will be required to register their place of stay and means of transportation from the airport at the quarantine station.

After entry

All persons, including those with no health issues, must stay at places designated by the chief of quarantine (such as a private home) for 14 days* counting from the day following entry into Japan, and must not use public transportation (trains, buses, taxis, domestic flights, etc.) including transportation from the airport.

  • This restriction may be relaxed for some travelers using the business track or short-stay business travel schemes

  • All persons who have stayed in the 'Area subject to immigration restrictions under the Immigration Control Act' within the past 14 days of their arrival will be tested for the Coronavirus infection, regardless of the date the area was designated as restricted area. In addition, the testing method has changed sequentially since July 29, 2020, and you will be asked to wait in the place designated by the quarantine station in the airport until the test result comes out. It may take several hours to get the test result and there may be cases of re-testing before you are allowed to enter Japan. Please have any necessities you may need during the wait time in hand.

    Even if you enter Japan with a negative result, you will be required to avoid unnecessary and non-urgent outings and stay at your home or at your own accommodation for 14 days counting from the day following your entry into Japan. Please note that you will also be subject to health checks by public health centers.

Submission of Questionnaire about Quarantine

All people entering or returning to Japan are required to submit a questionnaire about quarantine. Customers entering or returning to Japan at following airports will be required to submit the QR code issued on the Quarantine Questionnaire website to a quarantine officer on arrival.

Target airport -Narita International Airport, Tokyo International Airport( Haneda ), Kansai International Airport, Chubu International Airport

Travelers with connecting flights from Japan (International and Domestic)

Travelers connecting to an international flight

Travelers who are not entering Japan and transferring directly to a third country by transit, are not required to submit any documents and undergo PCR tests.
However, the following cases require entry into Japan. Please be informed that foreign nationals arriving from prohibited countries will not be allowed to enter Japan.

  • Transferring between Tokyo International Airport (Haneda Airport) and Narita International Airport
  • Travelers with a connecting flight out of Narita International Airport the following day

Travelers connecting to a domestic flight

All travelers arriving from an international flight must stay at places designated by the quarantine chief (such as home) for 14 days from the day following their entry into Japan. Travelers must not use public transportation (including domestic flights) to get to their designated place of quarantine from the airport. Therefore, connections to domestic flights can be made from the 15th day after the 14 days of quarantine is completed.

Passengers who are faced with immigration restrictions at the departure or arrival airports will be able to change or refund JAL international tickets without charge, regardless of fare rules.

Before departing Japan

With quarantine measures strengthening, entry restrictions have become stricter in many countries and the situation is changing on a daily basis.

There have been reports of passengers not being able to enter a country or denied boarding by other airlines at the connecting airport despite having the travel documents that are usually acceptable for entry. Travelers are advised to check the relevant information from embassies, consulates, and health organizations of the destination country.

A special framework known as the "Business Track" and "Residence Track" has been implemented to facilitate cross-border business travelers,and the holders of statuses of residence of “Student”, “Dependent” and others, in addition to cross-border business travelers of all countries and regions will be incrementally permitted to enter Japan from October 1, 2020.
