Due to changes in the infection situation, entry restrictions and quarantine measures are changing daily.

Notice

Due to changes made to Japan’s border restrictions due to the emergence of the new Omicron strain of COVID-19, all non-Japanese passenger arrivals to Japan will be suspended for one month from November 30. Applications for new visas, which started from November 8 as part of a relaxation of immigration restrictions on foreign nationals, and the issuance of new visas have also been suspended until December 31. *
Passengers with Japanese nationality are not subject to immigration restrictions. In addition, the shortened (10 day) quarantine measure has also been suspended, so a 14-day quarantine period is now required. *In addition to Japanese citizens, permanent residents are also permitted to enter Japan. Passengers re-entering Japan with residence status (limited to those without visa restrictions) who undertook re-entry procedures before departing the country may also enter Japan, unless they have traveled to certain restricted countries. Restriction on entry to Japan

Foreign nationals who have stayed in any of the following countries/regions within 14 days prior to the application for landing are denied to enter Japan.

Visa Restrictions

Under directions from the Ministry of Foreign Affairs, measures such as visa restrictions (suspension of visa waivers and cancellation of already-issued visas) have been introduced. These measures will continue to be in effect for the time being although the situation is subject to change.

For guests entering Japan

The Ministry of Health, Labour and Welfare asks you to take the following actions before and after your entry to Japan.

The Japanese Government has decided a new and additional border measures for passenger entry into Japan.

Travelers with connecting flights from Japan (International and Domestic)

Travelers connecting to an international flight

Travelers who are not entering Japan and transferring directly to a third country by transit, are not required to submit any documents and undergo PCR tests.
However, the following cases require entry into Japan. Please be informed that foreign nationals arriving from prohibited countries will not be allowed to enter Japan.

  • Transferring between Tokyo International Airport (Haneda Airport) and Narita International Airport
  • Travelers with a connecting flight out of Narita International Airport the following day

Additionally, for passengers transiting via Japan to another country, please refer to the Entry restrictions for each country and Quarantine Measures information.

Travelers connecting to a domestic flight

All travelers arriving from an international flight must stay at places designated by the quarantine chief (such as home) for 14 days from the day following their entry into Japan. Travelers must not use public transportation (including domestic flights) to get to their designated place of quarantine from the airport. Therefore, connections to domestic flights can be made from the 15th day after the 14 days of quarantine is completed.
Additionally, if you have a valid vaccination certificate approved by the Japanese government, undertake a self-administered test on/after the 10th day after entering Japan, and report a negative result to the Ministry of Health, Labour and Welfare (Health Monitoring Center for Overseas Entrants), a portion of your waiting period may be shortened. If your waiting period is shortened, you will be able to use public transportation, including domestic flights.

Check-in and ticket handling in accordance with entry restrictions

Please note that due to travel restrictions, we may suspend the use of some Web Check-in functions and Self Check-in kiosks on certain routes.

Passengers who are faced with immigration restrictions at the departure or arrival airports will be able to change or refund JAL international tickets without charge, regardless of fare rules.

The Ministry of Health, Labor and Welfare and the Ministry of Economy, Trade and Industry operate TeCOT (New Coronavirus Testing Center for Overseas Travelers) for customers who need to leave Japan. TeCOT provides a web service that allows you to search and reserve medical institutions that can test for new coronavirus infections. You need to register an account in advance to use it.
