NOTIFICATION OF CUSTOMS CLEARANCE LOCATION ON STRAIGHT SHIPMENTS

Please be informed of the new handling procedures of air cargo bound for Tokyo after liquidation of sorting standards at New Tokyo International Airport (Narita) effective 01 April 1996.

1. Selection of Customs-clearance location for Tokyo-bound shipments.
In principle, the consignee or consignor shall notify airlines/consolidators as to their choice of Customs-clearance location for air cargo before arrival of the flight.

(1) Straight shipments
In principle, airlines will select Narita Airport for Customs-clerance location if no advance notice has been given to the airlines.

If the consignor wishes to clear the shipment at a location other than Narita Airport, notification should be shown in advance in the handling information column on AWB(Air Waybill), i.e

Baraki (Tokyo Air Cargo City Terminal) TYO
Yokohama (Yokohama Air Cargo Terminal) YOK
Tsukuba (Tsukuba International Cargo Terminal) XEI
Utsunomiya (Utsunomiya International Cargo Terminal) QUT

However, the following specified 8 items shall be cleared at Narita Airport ;
[1] Perishables
[2] Plants
[3] Temporary landing cargo/to be reforwarded to another airport by international flight
[4] Radioactive material
[5] Dangerous goods(cargo legally restricted to transport by truck on land in Japan)
[6] Frozen/refrigerated cargo
[7] Unaccompanied baggage, moving cargo, ship parts
[8] Cargo requiring legal inspection

(2) Consolidation shipments
In principle, if there is no advance notice, consolidators will select Baraki ACCT as the Customs-clerance location for each house shipment with the exception the above 8 items.
Consolidators should indicate the Customs-clearnce location in the destination column on the house manifest in advance as follows;

Baraki (Tokyo Air Cargo City Terminal) TYO
Yokohama (Yokohama Air Cargo Terminal) YOK
Tsukuba (Tsukuba International Cargo Terminal) XEI
Utsunomiya (Utsunomiya International Cargo Terminal) QUT

(3) Effective immediately

2. Background
In case Customs-clearance location for the straight shipment is changed to Baraki with a request made by the consignee or his agent after the shipment arrives at Narita airport, the shipment shall be reforwarded to Baraki by the airport warehouse, which is also responsible for storing the shipments for delivery at Narita. In effect, the consignee shall receive the shipment at Baraki far more later than if an advance arrangement had been made before arrival of the flight.
