Carriage by air is subject to the rules relating to liability
established by the Warsaw Convention or that Convention as amended at The Hague.
Only the Warsaw Convention is ratified by the U.S. government. Failure to contain any of the particulars stipulated in the Article 8 of the Convention of the face of Air Waybill may oblige the shipper (consolidator, in case of a consolidated shipment) to burden unnecessary cost upon settlement of cargo claim, pursuant to the provisions in the Article 10 of the Convention. The bulletin is to remind issuing agents to enter requested routing upon completion of an air waybill for shipments to/from the U.S.A. in particular, irrespective of whether or not the shipment is reserved for flights all the way to the destination. The words "requested routing" mean all the places of transshipment and landing places en route to the destination of the reserved or requested flights which are shown in the timetable. For example, if a shipment from Hong Kong is for Boston, U.S.A. and the reserved or requested flight is HKG-NRT by JL606 and NRT-JFK by JL042, the "Airport of Departure (Addr. of first Carrier) and requested Routing" box of an air waybill shall show [HKG NRT/ANC/JFK].
