JALCARGO Procedure for CBP New Rule

Thank you for your support of JALCARGO.


As you may know, the United States Bureau of Customs and Border Protection (CBP) has issued a new rule mandating the advance presentation of all cargo data loaded on aircraft bound for the U.S. This rule will be phased in as from August 13, 2004. (Please refer to U.S. Public Bulletin 19CFR Part4, 103, et al.)
A complete set of information not only at the Master air waybill level but also House air waybill level will have to be presented to CBP no later than 4 hours prior to the arrival of the aircraft at the first port of entry in the United-States. The house air waybill information will have to be transmitted either by the forwarder or the air carrier.
If the advance cargo information is not properly presented to CBP (information is not acurate or presentation is delayed), the rule carries penalties such as a fine of USD 5,000 for each regulation violated, permission to unlade all or part of the cargo will be denied or delayed, and furthermore, landing rights may be denied to an incoming air carrier.
In order to comply with the regulation, it is essential for JALCARGO to obtain the accurate information of the shipment and JALCARGO has decided to take the following measures. From the point of securing safe and smooth distribution, we would appreciate your understanding and cooperation as regards this matter.

2. Instructions for Sending Manifest Information
(1) Please present Master AWB information to JALCARGO by any one of the options in (1)~ below.
(2) If you prefer JALCARGO to send House AWB information of consolidated cargo, please present the necessary information by any one of the options in (1)-(3) below.
(3) If you prefer to send House AWB information to CBP yourself, there is no need to present House information to JALCARGO. But please inform us of the Agent Unique ID Code of the sender.

3. Charges Procedure for Sending AWB Information
Regarding the charges for sending AWB information, please contact our sales office.
In the case of option (1) in chapter 2, please write the applicable charge with "CC" Code under "Other Charges" of the AWB, and the total amount of charges under "Total Other Charges Due Carrier." In the case of options (2),(3), please provide the applicable charge with "CG" Code, from December 13, 2004.

4. In Case You are Unable to Provide Information
In case you are unable to present accurate information by the specified timelines, we may be obliged to offload your consignment or reject acceptance. We would appreciate your understanding on this point.

5. Instructions for Sending Information (details)
(1) Timeline for presenting House information
(1) When presenting information in writing to JAL airport office, it must be presented in the time period required under respective station. Please follow the official instruction from JAL local station.
(2) When electronically sending information through a vendor such as CCS and when uploading information in JALCARGO Website as in option (3), please send information before the delivery of documents.
(2) Instructions on completing the Air Waybill(AWB) and House Manifest
Commodity of cargo
As for all consolidated cargo, please write CONSOLIDATION (AS PER ATTACHED MANIFEST" under "Nature and Quantity of Goods" on the Master AWB, along with the accurate description of the commodity on the House AWB. As for the straight shipments, please provide the accurate description of the commodity on the Master AWB. Generic descriptions such as "Spare Parts" or "Electronic Goods" will not be accepted by CBP.
Pieces
As with straight/consolidated cargo, if there are SLAC pieces, please fill in "Nature and Quantity of Goods," or "No. of Pieces" etc. on the Master AWB/House Manifest as well as the actual pieces of cargo.
Shipper and Consignee information
For the straight shipment, please indicate name and address of the shipper and consignee on the Master AWB. As for the consolidated shipments, please indicate them on the House Manifest.
Agent Unique ID Code
In the case a third party declares House information of consolidated cargo directly to CBP, please show the Unique ID Code of AGT-XXXXXXX under "Handling Information" on the Master AWB.
Local Transfer Facility Code
In case the cargo is to be transferred to a CFS or broker's warehouse at the arrival airport, please fill in the FIRMS Code under "Handling Information" on the Master AWB.
(3) Contents of data to be sent in FWB, FHL messages
Commodity of cargo
FWB As for straight cargo, please input the accurate description of the commodity under "Nature and Quantity of Goods." As for consolidated cargo, please input "CONSOLIDATION (AS PER ATTACHED MANIFEST)" under "Nature and Quantity of Goods."
FHL Messages in "Nature and Quantity of Goods" are restricted to 15 letters due to the Message Format of Cargo-IMP. Therefore, when there are more than 16 letters in the commodity name, input the first 15 letters under "Nature and Quantity of Goods," and then re-input the entire formal description of the commodity after "TXT/" under "Free-Text Description."
In case information is provided under "Free-Text Description," JALCARGO will declare it as the formal commodity name.
Pieces
Please input and send the actual pieces of cargo and SLAC pieces in FWB messages, and SLAC pieces in FHL messages.
Shipper and Consignee information
For the straight shipment, please indicate name and address of the shipper and consignee in the FWB message. As for the consolidated shipments, please indicate them in the FHL message.
Agent Unique ID
In the case a third party declares House AWB information of consolidated cargo directly to CBP, please input and send the Unique ID Code of AGT-XXXXXXX in the OSI line of the FWB message.
Local Transfer Facility
When a cargo is to be transferred to a CFS or broker's warehouse at the arrival airport, please input and send the FIRMS Code on the OSI line of the FWB message.
(4) Correction of House AWB information which has been sent
You may send messages at any time to correct House AWB information before the delivery of documents. However, we cannot accept messages to correct House AWB information after the delivery of documents due to our system. In this case, we request that you present the House Manifest again.
(5) Handling of Shipper Build-Up Pallet(BUP)
When consolidated cargo is built-up on several pallets and delivered, please present House information for each pallet (build-up information per House AWB).
(6) Presentation of House Manifest in case House information is electronically sent
When electronically sending House information through a vendor such as CCS or through JALCARGO Website, the information received by JALCARGO will be sent as it is to the CBP system.
However, we would appreciate your cooperation in attaching the House Manifest to documents for the time being, in order to ensure smooth handling of your cargo and be prepared for unexpected situations.
